Program Establishment
To operate in order to meet the purposes of the organization
To set its goal for the benefit of the members and target beneficiaries
To be core in the operations of the organization: provision of information and interaction; capacity development; advocacy; social marketing; partnership building; resource mobilization
To be continually updated based on the situation and/or needs of the members and target beneficiaries

Program Beneficiaries
Membership of the organization who are GBMT, and capable of sexuality, health and rights education, training, and advocacy
Individuals who are peers of the membership, their significant others, their peer groups, and their communities
Human development concerns at intersections of SOGIESC-based rights and in being affected by HIV are relevant in the definition of the target beneficiaries
Secondary to above, stakeholder persons, institutions, organizations, and agencies to the GBMT, and rights of persons on the basis of SOGIESC and HIV status

Core Functions
Shall integrate all of the organization’s purposes, be the only "program," and can have components for performance management
Shall be the basis for operational requirements such as staffing, equipping, physical plant, maintenance and operational expenses
Shall be the basis for improving the support functions such as financial, administrative, and human resource development services
Shall ensure networks, linkages and/or referrals for comprehensive access of the target beneficiaries to relevant programs and services
Shall ensure monitoring, evaluation and learning for continuous improvement

Strategic Functions
Shall be fixed on contributing to the enjoyment of SOGIESC-based rights, sexuality and health of the Filipino GBMT
Shall be an operational framework with which to apply the vision, mission, long- and medium-term goals, and strategic plans
Shall have an evidence-based, periodically updated theory of change
Shall be operated with services, activities, and projects that reinforce and/or enhance the structures and competencies of the organization

Areas & Modes of Delivery
Shall be a rational mix of actual and virtual, self-paced and provider-assisted, synchronous and asynchronous services and activities
Shall be guided by the organization’s compliance on safe spaces, confidentiality, informed consent, data privacy rights, among others
Shall ensure the exercise of core technical competencies: effective BCC and SCC, program/project planning and management, developing personal and organizational capabilities, collaborative and inclusive working relationships at the minimum
Shall ensure cultivation of subject matter expertise: sexual and reproductive health and rights, SOGIESC and human rights at the minimum

Areas of Resource Development
Shall be responsive to continuously developing capacities of members, individuals, and groups for meaningful participation in services and activities
Shall ensure the beneficial use of contributions and donations from regular and special assessments of the membership
Shall enter into projects, contracts, or grants that have at least 50% coverage benefit to the GBMT, and have proportionate support to the operational requirements
Shall ensure leadership and management participation such as in stakeholder relations, performance delivery, and accountability
